QUALIFICATIONS AND JOB DESCRIPTION

Empty Turkey, is seeking a Cost Controller to join its team based in Istanbul.

Reporting to the Project Cost Manager, the ideal candidate will be an agile and collaborative construction professional, being a key partner to internal and external stakeholders.


The purpose of this role is to provide effective cost control services for the whole project participated in and in conjunction with the Project Management, Finance, and Technical team to ensure that Empty meets its objectives from a time and cost perspective.


You will be Responsible for evaluating projects and conducting project cost/ benefit analysis during the construction phase for international projects; as well as control and monitor project total expenditure including verifying and checking progress payments & invoices from suppliers, vendors, and subcontractors to ensure that all project expenditures are captured and properly recorded.


The candidate will be able to track budgets, commitments, expenditures, forecasts and variations and to assist in the preparation and review of cost estimates, change orders and schedules during the course of the project .


Responsibilities

  • Establish and manage the cost control system in order to support the decision-making process and support the completion of the project within the approved budget
  • Ensure any deviation from budget is promptly identified and analysed, final impact is estimated, and the effect of corrective actions taken is monitored
  • Analyse committed costs and activities to-date, review the estimate to complete, isolating any deviation from baselines or adverse trend and notify the high management to enable corrective actions and mitigations to be implemented and prevent overruns.
  • Monitoring & analizing the quantity changes & cost effects according to the design & project changes, creating cost comparison tables and preparing change orders & submittal documents to Client.
  • Costrol & follow-up of subcontractor progress payments and costs
  • Assist in negotiating Purchase Orders / Contracts conditions with the Suppliers/Subcontractors and preparing the final documents.
  • Working closely with the Head of Project Controls, Project Managers and project team members, with continuous tracking, updating, monitoring and maintenance of project Cost models to ensure accurate reporting, benchmarking and analysis of all project related Costs
  • Accurate project cost estimating, budgeting, forecasting, monitoring and reporting from inception to completion in line with project scope. Responsible for timely and accurate cost checks and valuation
  • Maintaining effective communication to ensure all information is available for the successful completion of projects; liaising with other business/project team members to ensure efficient project cost/financial control
  • Interface with Subcontractors to assess cost of works, invoice application and variation management.
  • Interface with Construction Management team to actively highlight variances and potential changes that may impact on cost.
  • Ensure all the contract conditions (invoicing, reporting, etc.) are applied and fulfilled for project set-up, project tracking and reporting, and project closeout.
  • Ensure reconciliation on a weekly and monthly basis between project cost reports and Accounting Department cost and billing information
  • Provide planning and cost controlling support for all projects which includes variation reporting, monitoring of milestone progress to the preparation of customer billing processes, etc.
  • Develop, monitor and maintain overall Monthly Project Cost Reports.
  • Plans, coordinates, and directs the preparation of specific packages and their budgets.
  • Develops and implements requirements for forecasting, cost recording, reporting, and analyzing standards, and reports.
  • Monitoring accounting transactions and performing their analytical control, identifying and assigning to each item the relevant cost center and account, in view of the preparation of managerial reports



Skills

  • 3-5 years minimum of Cost Control experience in construction.
  • University degree in Engineering or Architecture,
  • Applied knowledge of Project Management and Cost Controls principles is an asset.
  • Excellent interpersonal and communication skills in English (written and oral).
  • Ability to work effectively with all levels of management and employees.
  • Willingness for continuous learning and advancement of technical knowledge.
  • Detail-oriented.
  • Must be able to travel to projects.
  • Good knowledge of Microsoft Office. Autocad is Prefered. MS Project or Primavera is a plus
