QUALIFICATIONS AND JOB DESCRIPTION

Purpose of the Post

Japan International Cooperation Agency (JICA) is an implementing body of Japanese Official Development Assistance (ODA) which aims to contribute to the promotion of international cooperation as well as the sound development of Japanese and global economy by supporting the socioeconomic development, recovery or economic stability of developing countries.

Having worked in Turkey since 1959 and opened its office in 1995, JICA has extended its support in various sectors through financial and technical cooperation to meet the development needs of Turkey.

To fulfill the emerging demand in Turkey, JICA Turkey Office wishes to employ one full-time professional who is willing commit themselves to JICA Turkey’s operation. Selected candidate will be responsible for management and coordination of JICA Turkey’s development activities such as ODA loan and technical cooperation in close collaboration with team members and under the guidance from Chief Representative and other senior officials of JICA Turkey office.

Main Role & Responsibility

Ÿ To support policy dialogue with government agencies and other development partners concerning with JICA’s operation inTurkey.

Ÿ To collect and analyze information in the assigned development sectors inTurkey.

Ÿ To liaise with government agencies, private sectors and other relevant organizations in formulating, implementing, and monitoringprojects.

Ÿ To engage in formulating and implementing ODA loans and technical cooperation projects of JICA in Turkey, especially for (but not limited to) the field of climate change, disaster risk reduction, infrastructure,etc.

Ÿ To identify issues to address and takes actions toward solution concerning with JICA Turkey’s operations.

Ÿ To assist missions from JICA in identification, preparation, formulation of programs and projects, in coordination with relevant governmentagencies.

Ÿ To reviews and checks related documents received from project implementing agencies etc. to ensure compliance to relevant rules and regulations as well as JICA’sguideline.

Ÿ To represent JICA Turkey office at relevant meetings, workshops, and seminars, etc. To promote network and communication with stakeholders such as government counterparts, private entities in Japan and Turkey, JICA experts, and relevant development partners.

Ÿ To carry out any other duties as may be assigned by Chief Representative of JICA Turkey office. To assist some particular administrative task concerning with the office management such as general affairs, accounting, IT management etc. if required.

Qualifications & Skills / Experience & Knowledge

Ÿ University degree in either economics /finance/international relationship/businessadministrations

/ engineering or relevant development sectors.

Ÿ At least (5) five years of working experience with bachelors’ degree, and at least (3) three years of working experience with master’s degree, preferably on international development cooperation or government services in the similar field.

Ÿ Proactive and action oriented. Ability to anticipate, coordinate, and prioritize activities. Capacity to respond quickly and in a pragmatic manner to a wide range ofissues

Ÿ Strong knowledge of Central Government procedures, legislations particularly on the international financialorganizationsrelatedregulatory framework.PriorGovernmentexperience isa strong asset.

Ÿ Proven strong analytical and problem-solving skills; ability to diagnose problems and propose solutions.

Ÿ Outstanding planning and organizational skills and ability to handle multiple tasks under tight deadlines; ability to adapt to shifting priorities and workpressure.

Ÿ Outstanding interpersonal skills in relating with people. Ability to operate effectively in a matrix management environment, both as a team leader and team member. Dedicated team player with proven ability to work collaboratively in a decentralized environment.

Ÿ High level of professional maturity, integrity and discretion, sound business judgment, diplomatic skills, high degree of tact, political awareness, sensitivity and discretion in dealing with internal and external clients, staff and managers, and in handling confidential and sensitiveinformation.

Ÿ Demonstrated strong written and communication skills in English and Turkish, including the ability to speak and write persuasively and present ideas clearly and concisely. Ability to synthesize analyses and present materials effectively and tailored to different audiences. Proficiency of Japanese is not required but regarded as anadvantage.
